The Town of Osborn, located in the heart of Hancock County, operates under a streamlined local government that is dedicated to maintaining the town’s rural charm while ensuring efficient public services. Osborn is a small, close-knit community that values participation and transparency in local governance. The town government is responsible for overseeing public services, enforcing regulations, managing town assets, and addressing the needs and concerns of its residents.

Town Meetings

Osborn embraces the traditional New England form of direct democracy through its Annual Town Meeting. At this gathering, residents have the opportunity to vote on important town matters such as the budget, town ordinances, and local projects. The town meeting is typically held in June, and all registered voters are encouraged to attend and participate in decision-making processes.
Special Town Meetings may be called throughout the year if urgent matters arise that require immediate attention or decisions from the community.

Board of Selectmen

The Town of Osborn is governed by a three-member Board of Selectmen. The Selectmen are elected by residents and serve staggered terms. They are responsible for the day-to-day administration of town affairs, including:

  • Setting the agenda for town meetings.
  • Approving town expenditures.
  • Overseeing public services such as road maintenance and public safety.
  • Collaborating with state and county officials on broader initiatives affecting Osborn.

The Selectmen meet regularly, and their meetings are open to the public, providing an opportunity for residents to engage in discussions about town affairs. Selectmen meet on the 4th Tuesday of every month.

Town Clerk

The Town Clerk plays a crucial role in maintaining the town’s records, issuing permits, and overseeing elections. The Clerk’s responsibilities include:

  • Recording and filing vital records (births, deaths, and marriages).
  • Managing voter registration and election proceedings.
  • Issuing licenses for hunting, fishing, and marriage.
  • Keeping minutes of town meetings and Selectmen meetings.

Tax Collector & Treasurer

The Tax Collector is responsible for collecting property taxes, which fund essential services like education, public safety, and infrastructure. The Town Treasurer manages the town’s finances, ensuring that all expenditures are accounted for and aligned with the town’s approved budget. Excise Tax Collector whom is responsible for vehicle registrations and reporting to the state.

Public Services

Osborn contracts with local and regional providers for essential services such as:

  • Public Safety: Fire protection and emergency medical services are provided by neighboring towns through mutual aid agreements.
  • Road Maintenance: The town maintains local roads and collaborates with the Maine Department of Transportation for state road maintenance.
  • Solid Waste & Recycling: Osborn participates in regional solid waste and recycling programs, ensuring residents have access to convenient and responsible waste disposal.
